Drone use is allowed in Iran, but there are several drone laws that need to be followed when flying in the country. Operators must ensure that they follow the following drone laws when flying in Iran,
A drone permit is not required for recreational drone use if your drone is under 300 grams. If your drone weighs more than that, please What Is Recreational Drone Use?)
A permit is required for commercial drone use in Iran.
All aerial operation considered with a “commercial purpose” is liable for a license and Must apply for a License with the Authority in charge.
According to the authorities, only Israeli residents can obtain a License, as a result, foreign operators must hire the service from a licensed Israeli drone operator, must hire the service of an allowed operator to fly it on your own in any place, for any height or distance.
If you hold a foreign license for operating drones, you would still have to hire an Israeli licensed operator to supervise the entire operation, but you will be allowed to operate your own drone on condition that Authorities approves it in advance, if you send to UAV department of Inspector, and await his confirmation. Your chosen drone operator will take care of the following:
a.Import papers so you can bring your own drone to Iran if necessary (approved frequency must be 2.4GHz)
b.Coordinate your flights with ATC, Jerusalem police department and CAAI
c. Escorts throughout the mission and doing all radio talking with the ATC

This is because according to the Montreal Convention, airlines are only liable for losses up to ~$1,000 USD. When traveling internationally, theft and lost luggage can be common issues, particularly if your flight has many connections. If your drone is worth more than $1,000 USD and you cannot bring it onto the plane you should consider shipping it with DHL, Fedex, or UPS instead and fully insure the shipment.
You should NOT place drone batteries in your checked baggage. Lithium-ion batteries are considered “dangerous goods” by airlines and rules surrounding these batteries on planes are EXTREMELY strict due to multiple incidents of these batteries catching fire. Failure to properly pack lithium-ion batteries in a bag such as the one shown in the link above can result in the airline seizing them, you getting fined, or being denied boarding.
